OTHELLO – The City of Othello is taking steps to start its own fire department, following a plan approved by city leaders in 2024. That plan calls for the city to have an in-house fire department by the end of the current contract with Adams County Fire District Number 5 in May 2026.
As the contract expiration date nears, ACFD 5 fire chief Gary Lebacken has announced his retirement after 43 years of service, effective May 31. Lebacken, the ACFD 5 chief since 2008, joined the department as a volunteer in 1982. He helped develop the first ACFD/City of Othello agreement, which is now about to sunset.
“Chief Lebacken has given so much to this department and the community,” said Assistant Chief Tom Salsbury. “His impact will be felt for years to come, and we are grateful for his steady leadership.” Salsbury will assume the top leadership role at ACFD 5 for now.
The city’s decision to go on their own for fire protection came after Adams County requested a higher rate for a new contract. In 2024, the city budgeted about $425,000 for fire protection based on previous years, but the cost actually increased to $750,000.
Othello mayor Shawn Logan says the city isn’t ready to announce transition plans publicly. However, the city has posted a job announcement for a fire chief to lead the new department. The city already owns a fire station and some equipment.
